Paul can serve as a private arbitrator in cases of all sizes, either as a sole arbitrator or as part of a panel. He is available in the Portland and North Coast areas without travel charges.
As a State Administrative Law Judge, City/County Hearings Officer, and Court appointed arbitrator, Paul has served as a professional decision maker in over 1,600 cases. Over 36 years in practice, that averages about 45 cases decided each year.
Paul's largest dollar value case was setting a $1.14 Billion dollar public utility company rate base (reproduction cost new). Paul has worked with private business disputes of a few thousand dollars to over $1 Million.

Of course, testimony heard and evaluated also includes individual parties and their friends, family members, neighbors, and non-expert witnesses.
